Everybody loves a good drought

I'm finding P Sainath's book Everybody Loves a Good Drought a bit depressing. The reports on government's gross misuse of funds and a complete lack of understanding of what rural Indian people require to thrive is shocking. Some of the stories Sainath relates about corruption in government systems makes me want to poke my eyes out.
I guess we don't have it so bad here in South Africa but there are some parallels. We have a health system that's on the verge of collapse, yet provincial departments are spending millions on PET scan machines that no-one can use and TB-preventing UV lights that have been installed incorrectly. Meanwhile hospitals in other provinces do not have enough funds to roll out anti-retrovals to HIV positive patients.
